Bamboo as the Marinduque 'grass of hope'

It is a well-known fact that watershed areas in the Philippines are already in great danger. The situation is even more serious in the case of island-provinces such as Marinduque that has, over time, seen the degradation of watersheds. Land degradation from old mine operations also compound this problem. The situation has lead to almost uncontrolled soil erosion in many areas and flooding, the seriousness of which may have finally dawned upon the local populace.

A recent visitor to Marinduque is Edgardo Manda, president of the Philippine Bamboo Foundation, Inc. who has been promoting in various parts of the Philippines, the planting of bamboo as an alternative to reforestation in watershed, including abandoned mine sites.The Philippine Bamboo Foundation, Manda said, has already set up big nurseries in Dumaguete, Benguet, La Union, Pangasinan, and Palawan, among others. Bamboo is capable of providing sufficient forest cover, soil erosion control, generate income and as source of food for the people.



Upon the invitation of Congressman Lord Allan Velasco, Manda recently conducted a seminar on bamboo for students of Marinduque State College in Torrijos taking up courses in Agriculture and Entrepreneurship. Other interested farmers also came to listen.

Manda stressed that not only is the bamboo grass capable of re-greening degraded lands for a short period of time, that it releases 35% more oxygen than equivalent stands of trees, and has high water retention capacity.  It turns out that hundreds of products could actually be made from bamboo. Use of bamboo for furniture and as building material is not new as this are common practices in Marinduque, but bamboo products like charcoal brickets, fabrics, alcohol, umbrellas, deodorizers, cutting boards, paper products, artworks, and engineered bamboo (called lamboo) designed as replacement for wood, are some of the new products out of this true “grass of hope”.

For his part, Cong. Velasco shared plans for a 6-year program for bamboo propagation and livelihood, which he hopes would serve as a new window of opportunity for the MSC Torrijos students, including farmers, where they could apply their continuous learning. Certain areas in Torrijos, Mogpog, Boac and Gasan have been identified, he said, as ideal for bamboo propagation, and eventually the setting-up of techno-demo areas there for this and for bamboo processing.

Manda also shared that in Japan, many localities planted to bamboo are also turned into popular eco-tourism areas, traditional belief holding that being in a bamboo grove restores calmness and are perfect places for meditation. Such places also stimulate one’s creativity that many visitors pay a good price for just being there, he said.

Velasco's infra projects in Sta. Cruz and Torrijos

The construction of Sta. Cruz Sports Complex located in Brgy. Baliis, Sta. Cruz, is a continuing priority development project of the Municipal Government of Sta. Cruz spearheaded by Mayor Percy Morales in cooperation with Cong. Lord Allan Velasco. Initial funding for the project was obtained through Velasco’s PDAF and other sources such as Cong. Sambar’s PDAF, a recent Marinduque visitor. Infrastructure projects such as covered courts already completed in the towns of Sta. Cruz funded through Velasco’s PDAF or from other sources tapped by him such as senatorial and other congressional PDAFs, include cover courts completed in barangays Banahaw, Lapu-Lapu, Matalaba, Tawiran (in Sta. Cruz) and barangays Bonliw and Malinao in Torrijos. 
Road projects continue to be undertaken by the Department of Public Works and Highways (DPWH), as well as farm-to-market road projects in various parts of Sta. Cruz and Torrijos, as well as the other towns in Marinduque. Other barangay projects prioritized by the concerned barangay councils with requests for funding coursed through Velasco are for multi-purpose buildings, classrooms, revetment and water supply systems.

Pope names Tagle Cardinal

Pope Benedict XVI has named Manila Archbishop Luis Antonio Tagle as one of the Catholic Church’s six newest cardinal. The pontiff elevated Tagle, head of the Philippines’ largest archdiocese, to the College of Cardinals along with 5 other archbishops from different countries…

"As you have heard", the Pope concluded, "the new cardinals carry out their ministry at the service of the Holy See or as fathers and pastors of particular Churches in various parts of the world. I invite everyone to pray for them, asking for the maternal intercession of the Blessed Virgin May that they may always love Christ and His Church with courage and commitment".


Ricardo Cardinal Vidal is a native of Mogpog, Marinduque.
Tagle, 55, will now be the country’s seventh cardinal joining the line of retired archbishops that included Ricardo Cardinal Vidal, 81, of Cebu, who hails from Marinduque.

Since 1970, cardinals over 80 years old have not been counted as active.

Other Filipino cardinals who already passed away include Rufino Cardinal Santos, Julio Cardinal Rosales, Jaime Cardinal Sin and Jose Cardinal Sanchez.

Tagle along with other Filipino prelates are currently in Rome for the ongoing Synod of Bishops for New Evangelization. A cardinal is a senior ecclesiastical official in the Roman Catholic Church, ranking just below the Pope and appointed by him as a member of the College of Cardinals during a consistory.

Erguhan Kita Bilisi: TRO on Php 150-M Marinduque Capitol term loan


Found in Erguhan Kita Bilisi. Erguhan is one of many facebook pages tackling Marinduque issues and concerns from the mundane to the very serious. Administered by media practitioner and architect Lolong Rejano of Sta. Cruz, Erguhan’s most recent post is about the issuance of a Temporary Restraining Order (TRO) on November 14, 2012, against the Php 150-Million term loan with PNB that Gov. Carmencita O. Reyes was set to sign on November 15. Erguhan reports that a civil case for injunction was filed by petitioners, former Governor Aristeo Lecaroz, Marinduque First Saturday Movers and the mayors of Sta. Cruz, Buenavista, Gasan and Boac after a petition to withdraw the loan was completely ignored by the Sangguniang Panlalawigan of Marinduque. Erguhan post and discussions are reproduced below.

LAV scholarship program strengthened


One of the goals of the Commission on Higher Education (CHED), in accordance with pertinent provisions of RA 7722 the Higher Education Act of 1994, is to broaden access of the poor but deserving Filipino students to take up higher education through scholarships, grants and loans. Through his Priority Development Assistance Fund (PDAF), Congressman Lord Allan Velasco has initiated upon assumption as Marinduque’s representative to Congress, the Leaders and Achievers of Velasco (LAV) Scholarship Program. The program provides educational assistance to poor but deserving students from the Lone District of Marinduque.

Students directly receive cash payments from school authorities representing LAV educational assistance. Such funds are directly transferred to all participating schools.

Marinduque colleges, among them the Educational System Technological Institute (ESTI), Marinduque Midwest College (MMC) and St. Mary’s College of Marinduque (SMCM), on the other hand, share the same vision to widen access of deserving students to qualify for educational opportunities. The Office of Congressman Velasco has thus requested the Department of Budget and Management to allocate funds to the CHED for the Leaders and Achievers of Velasco Scholarship Program.  From CHED, funds in varying amounts are designated and transferred to the colleges following a Memorandum of Agreement (MOA), between the three parties, namely, CHED, the relevant college, and the project initiator (Cong. Velasco). Duties and responsibilities of the parties mentioned are spelled out in the said MOA.



Since 2011, a similar MOA has been entered into between DBM, Marinduque State College (MSC), and the Project Initiator (Cong. Velasco). Funds from Cong. Velasco’s PDAF are released by the Department of Budget and Management (DBM), directly to the MSC for the implementation of the said scholarship program. Appropriate coordination by the Marinduque Congressional District Office with the Marinduque State College, and vice-versa, are undertaken so that the program is carried out smoothly. 

Recently, the amount of P 5.5-Million for the implementation of this program was received by the MSC under Special Allotment Release Order (SARO-BMB-G-12-T000003901) on September 7, 2012.
Upon the request of Cong. Lord Allan Velasco, coverage of cash requirements of TESDA for the implementation of scholarship program for scholars in Buyabod School of Arts and Trade (BSAT) and Torrrijos Poblacion School of Arts and Trade (TPSAT) amounting to P 1-Million, was likewise authorized by the DBM under SARO No. BMB-G-12-T000003905) on the same date.


Meanwhile, to promote leadership and fellowship among recipients of the scholarship program, student clubs have been organized in schools by the program recipients themselves. They aim to uphold the academic integrity of their institution, endeavor to achieve academic excellence, participate in civic affairs and become fresh, positive forces in society, among others.

Cruz Sports Center also came to convey his personal greetings to the couple. He came with his Japanese girlfriend of eight years.
